Prorated Per Diem not using the Bill Rate assigned to Placement rate card

For Bullhorn One clients using Prorated Per Diems, different Pay and Bill rates from the Rate Card are now respected. Previously, if the Pay and Bill rates were different, the Bill Rate was sometimes showing up incorrectly for Prorated Per Diems.
